Botswana has an adult literacy rate of 83% (2006). English is generally used in professional and business life. A 2003 labour force survey classified 8% of the country’s workforce as professionals, 7% as technicians and 44% as working in agriculture or as miners or labourers. At the end of 2005, 24% of people aged 15 and over were HIV positive. The HIV/AIDS epidemic has caused critical shortages of skilled workers. Work and residence permits are issued to meet the need for specific skills. Permits are not required by executives of companies recognised as offshore enterprises by the Botswana International Financial Services Centre.
