Prime Minister

The prime minister is appointed by the president. Under the 1996 constitution the prime minister is the head of government, although the president holds executive power. The prime minister has access to parliament and is responsible for communicating government business to the National Assembly, the lower house parliament. Parliament can oust the holder of the post through a vote of no confidence, although the president can still reappoint the same person.
