The construction industry is experiencing growth, and as of 2008 it contributed 10.4% to national GDP. Much of  this growth is due to its symbiotic relationship with the country’s infant tourism and construction industries, with hotels. These are funded by government initiatives or through foreign investment, especially from China and Venezuela. There is conflict over such contracts being awarded to major multinationals rather than local Dominica firms.. The Builders and Contractors Association Of Dominica (BCAD ) is the main association of the sector. The government ministries in charge of the sector include the Ministry of Lands, Housing, Settlements and Water Resource Management, which focuses on housing provision; the Ministry of Public Works, Energy and Ports, which concentrates on infrastructure; and the Ministry of Environment, Natural Resources, Physical Planning and Fisheries, which focuses on town planning.
