The manufacturing sector in Dominica is relatively small and underdeveloped, having contributed just 3.47 to the total GDP of Dominica in 2010 (World Bank 2012). Dominica is rated 77 out of 185 countries by the World Bank for ease of doing business, a ranking based on how conducive the regulatory environment is to the opening and operation of a local firm.
The majority of manufacturing which takes place in Dominica tends to be small scale, and includes the production of soap, coconut oil, copra, furniture, cement blocks and shoes. These often target the domestic and regional market, due to this size constraints and global competition. The most significant of these goods, soap production, is easing the trade deficit and is home to the Dominica Colgate Palmolive.
The Government of Dominica, through Invest Dominica, is very keen to attract further manufacturing to the country — especially to promote new labour intensive industries, and thus substantial tax breaks are offered to new investors.
The Dominica Manufacturers Association is the manufacturing industry’s main association. The Ministry of Employment, Trade, Industry and Diaspora Affairs is Dominica’s main government agency, which is made up of several braches: the Consumer Affairs Unit; Dominica Bureau of Standards; Dominica Export Import Agency; Invest Dominica, and the Trade Division.
