Dominica has a small publishing industry, with much of it coming from regional or foreign organisations. For example, Macmillan Caribbean is a major player in the country; and it functions through local agents, in this instance, Jays Ltd. Some independent local firms do exist with one interesting example being Papillote Press, which was established by a British expat. Local publishing networks include the Caribbean Publishers Network (CAPNET) and Association of Caribbean University, Research and Institutional Libraries (ACURIL). There is an issue of how this lack of local publishers has prevented a true Caribbean publishing industry from developing. The country is not listed on the Global Competitiveness Report 2012–13 for its intellectual property protection further establishing this issue.
English is the country’s official language; however most of the population also speaks Kwéyòl (Creole), a French-based patois. Pidgin English called Cocoy is normally spoken in some north-eastern villages. Dominica’s literacy rate is 88% with a rank of 107 out of 194. The country hosted its fifth annual Nature Island Literary Festival and Book Fair in 2012 which promoted the country’s awareness of reading, study and literary writing. It was also a means for the public to experience publishing as a viable career throughout the Caribbean region.
Dominica’s main universities are All Saints University, Victoria Brooke University and Ross University Caribbean School of Medicine establishing some market for educational publishers.
Lericon Printers Ltd. is one of the country’s main printers, based in Roseau. They print a wide variety of products ranging from brochures and magazines, wedding programmes and invitations, customised business and bank forms and posters and flyers. Dominica has no daily newspapers, but has some weekly papers including The Chronicle and The Tropical Star. The media in Dominica are independent from the government.
