Guyana’s Ministry of Education is the government body responsible for the provision of public education in Guyana. Its objective is to provide free, universal education from pre-primary to secondary school level. The Ministry of Education is also responsible for the development of policy for all levels of education in the country. Guyana’s Regional Democratic Councils are also involved in the provision of education in their respective regions. Examinations are administered by the Caribbean Examinations Council (CXC). The CXC works in collaboration with ministries of education throughout the Caribbean to develop common curriculums in order for secondary school pupils to gain the Caribbean Secondary Education Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE).
Public spending on education was 3.7% of GDP in 2010.
Guyana qualified for the World Bank’s ‘Fast Track Initiative’ – known since September 2011 as the Global Partnership for Education – which is aimed at meeting the education Millennium Development Goals and the Education for All goal that all children complete a full cycle of primary education by 2015. Since 2002, under the initiative developing countries have committed to design and implement sound education plans and development partners commit to align and harmonise additional support around these plans.
