The market for commercial and residential property is not particularly well developed. Foreign nationals have been barred from ownership of freehold property since 2002. Much of the best farming land is occupied by large estates, while the rest is primarily owned by communities and divided into small plots; many rural Malawians have no access to land at all. In 2002, the government launched a new policy aimed at redistributing unused estates to some 20,000 landless families and converting community land into private land, thus allowing farmers security of tenure and access to finance.
