Namibia has an 88% adult literacy rate (2006). English is the official language and used widely, while Afrikaans and German, although used to a lesser extent, are key business languages. Prior to independence in 1990, Afrikaans and German shared equal status as official languages. In 2004, a labour force survey classified 17% of the working population as technicians, associate professionals, professionals or higher ranked. About 6% of the relevant age group is enrolled in tertiary education (2006). The country’s Vision 2030 and other key policy documents explicitly acknowledge education as ‘the’ key source of skilled labour. Foreigners wishing to work in Namibia can only do so with an employment permit issued by the Chief of Immigration.
