Regional & Local Government
Namibia is divided into 13 administrative regions. All regional and local bodies have legislative powers regarding their own affairs as long as their conduct does not conflict with the overall guidelines in the constitution. Each of the 13 regions has several local governments elected by the community. Cities and urban centres have their own municipal or town bodies, such as Windhoek City Council, which make ordinances dealing with local issues and which have the power to enforce these ordinances. The Ministry of Regional and Local Government, Housing and Rural Development provides central government support to regions and local governments.
