Rwanda has a 65% adult literacy rate and the whole population speaks English or French (2006). A 2006 labour force survey classified 78.8% of the labour force as being employed as workers in the agriculture, fishery or forestry sectors. Foreign nationals wanting to work or trade in Rwanda must obtain a work visa from the Directorate of Immigration. Some employment and human resources companies exist in Kigali. Between 2000 and 2009, the World Bank assisted the Rwandan Government with the Human Resources Development Project to develop a critical mass of trained human resources in Rwanda.
