The Samoa Trade Union Congress (STUC) and the Samoa Public Service Association (SPSA) are the national trade union bodies of Samoa. SPSA and STUC are under the control of executive councils. Elections are held as set up by relevant contributions. Affiliation to other workers groups is a target and any amendments to the set of rules can only be approved at annual general meetings. Such unions are considered to have a good relationship with the government. Around a fifth of all workers are unionised, though strikes are considered to be rare.
