By the 1990s, primary education was virtually universal. There are six years of compulsory primary education starting at age six. Secondary education is streamed at three levels, according to measured ability, leading to junior college or vocational institutions. Some 99% of pupils complete primary school (2008). The school year starts in January.

There are some 300 private schools in Singapore. The number of private schools has decreased in recent years due to increased governmental regulation. Such rules included the need to possess a private exam board, accountable finances and teachers with sufficient qualifications. All private schools within Singapore must be registered by the Ministry of Education, through the Council of Private Education, alongside the courses that they provide and the teachers that they employ. The Association of Private Schools and Colleges in Singapore is widely considered to be the voice of the private-school system, and this works with the MOE to promote standards within the sector.
