Vanuatu is a net importer of goods and services with total imports accounting for 15% of its GDP. Despite Vanuatu’s reputation for low taxes, the government raises a substantial portion of its finances from import taxes. The average ad valorem tariff for imported goods is 16.1% (2009). Vanuatu’s main import commodities are machinery and equipment, foodstuffs and fuels while their exports are largely unprocessed or semi-processed products, mainly copra, beef, cocoa, timber, kava and coffee.
