Mr Joseph Ngo, Director-General Public procurement constitutes an important device for developmental progress, especially in the context of implementing the national Strategy Paper for Growth and Employment that aims to thrust Cameroon into an emerging country by the year 2035. The Public Contracts Regulatory Agency is at the forefront of this reform. Created by decree no 2001/048 of 23 February 2001, ARMP is a public administrative establishment, placed under the guidance of the Presidency of the Republic, with headquarters in Yaoundé. It has a presence across Cameroon, with offices based in each of the 10 regional capitals. MISSION ARMP is responsible for the monitoring, control and evaluation of the system of public procurement, as well as performing monitoring tasks, audits, training, information and archiving. GOOD GOVERNANCE ARMP regulates the activities of public procurement through enforcement procedures and education. This is achieved through its network of talented independent observers, who are committed to monitoring public procedures and independent auditors throughout the country. Together with the Agency, they have the power to denounce any violation of the rules and can impose sanctions on guilty parties. A major focus of its activity is based on the fight against corruption and bad practices. Through its specialised anticorruption unit, in close co-operation with the National Anti- Corruption Commission (CONAC), the Agency conducts surveys and investigations and the implementation of rapid results initiatives (Initiatives à Résultats Rapides, IRR). The State is committed to close collaboration with the work of the ARMP which provides proven expertise, reliable data and documents on all public procurement activities. ARMP intends to extend this type of collaboration with the Ministry of Justice and the General Delegation for National Security.
