C ommo nwe a l t h memb e r c o u n t r i e s Anthony stood for a third term in the December 2006 general election which was won by the opposition UWP with 11 seats while the SLP took six. UWP leader Sir John Compton, who had since 1964 served as Head of Government for a total of 29 years, became Prime Minister. Following the death of Sir John Compton at the age of 82 in September 2007, Stephenson King, who had been acting for Compton during his illness, was sworn in as Prime Minister. In the November 2011 election Kenny Anthony and the SLP ousted the UWP government, winning 11 seats (51 per cent of the vote) to the UWP’s six (47 per cent), and Anthony began a third term as Prime Minister. Local government Ministry: Social Transformation, Local Government and Community Empowerment Local government is provided for by the Local Government Ordinance 1947 and the Castries Corporation Act 1967, and reference is made to it in the constitution. The Ministry of Social Transformation, Local Government and Community Empowerment is responsible for and nominates local government, which comprises one city council (Castries) and 13 ‘quarter’ councils. The 13 quarters comprise three towns, six villages and four districts. There are no local elections; they were suspended in 1979. The councils do not have revenue-raising powers. National development plan The Saint Lucia National Vision Plan is the national longrange development plan. It is based on broad public consultations and an important objective of the plan is that investment should be spread throughout the island, creating jobs and circulating wealth widely. The Medium-Term Development Strategy is the related prioritised action plan, spanning a three- or five-year period and encompassing all areas of government activity. It sets development goals and priorities. Governance The Economic Planning Unit of the Ministry of Finance, Economic Affairs, Planning and Social Security plays a pivotal role in the preparation, implementation and monitoring of the Medium-Term Development Strategy.
