National development plan The National Development Strategy Vision 2022 was prepared by the Ministry of Economic Planning and Development, and launched in August 1999. The vision is for Swaziland to be among the top ten per cent of the medium human development group of countries in the UN’s Human Development Index by 2022. Mission: The Royal Swaziland Police Service is responsible for upholding the rule of law fairly and firmly and ensuring safety of all communities in partnership with all stakeholders, through prevention of crime, protection of life and property, preservation of public peace and order, detection of crime and bringing offenders to justice. Establishment and structure The Royal Swaziland Police Service (RSPS) was established in 1907 and derives its mandate from section 189 of the Constitution, Act no. 1/2005. The overall command is vested in the National Commissioner of Police, I.M. Magagula Esq. KPM OC. There are currently eleven ranks cascading from Deputy National Commissioner to Constable. Organisational initiatives To realise its vision and mission, and as a means to ensure that the country is free from the threat and effects of crime, with an environment conducive to attracting foreign direct investment necessary to stimulate socio-economic development and enhanced livelihood for all citizens, the RSPS has embarked on a number of programmes bordering mainly on Good Governance, Development as well as Safety and Security domains. • Good Governance Operations are guided by a Service Charter which is a roadmap for improved responsiveness. Strategic stakeholders are consulted on a wide range of safety and security issues to display that the RSPS operates by consensus of the public it serves. This involves regularly updating the public on policing activities through various media to ensure accountability and transparency. Women are also represented in the various levels of administration and operational frameworks of the organisation. Strategies pertinent to improving ethical and professional policing as well as fighting corruption are also given priority. • Development To streamline command and control systems as well as enhancement of service delivery mechanisms, a restructuring and diversification process was instituted from 2010. The process has led to changes in the rank structure and creation of new departmental portfolios to enable the organisation to address challenges posed by emerging and contemporary crimes, in particular those relating to science and ICT as well as transnational crimes. • Safety and Security Crime and traffic accident prevention outreach programmes, targeting various groups ranging from traditional leadership authorities, business community and schools have been enhanced. In addition, Visible Policing Programmes, through adequate deployment of officers to patrol rural and urban areas, crime prone zones as well as vehicular patrols on high accident areas and busy roads are rolled out on a regular basis. Police stations and satellite police posts are also established to bring policing services closer to communities. The RSPS is presently affiliated to the International Police Organisation (INTERPOL), Southern African Regional Police Chiefs Cooperation Organisation (SARPCCO) and the International Police Association (IPA).
