The Ministry of Education, Culture and Human Resources is responsible for education and training and coordinates provision between the government, donors, NGOs and the community. In January 2009, the Ministry of Education’s project, From Individual to Community: Quality Teaching in Mauritius, was selected as a finalist in the 2009 Commonwealth Education Good Practice Awards. The Human Resources Development Council (HRDC) provides various training development services, including the Government Empowerment Program and the Training Incentive Scheme, while the Industrial and Vocational Training Board (IVTB) has 12 training centres that provide courses in more than 60 different fields. The Mauritius Qualifications Authority (MQA) develops, implements and maintains the National Qualifications Framework (NQF).

The national vision for tertiary education envisages Mauritius as a regional knowledge hub and a centre for higher learning and excellence, where tertiary education is relevant to the needs of students in the country and the wider region; and open and distance learning increases access to post-secondary education and lifelong learning, both locally and regionally.
Pan-Commonwealth
Mauritius hosted the 18th Conference of Commonwealth Education Ministers (18CCEM) in Port Louis in August 2012. The conference was attended by delegations from 39 member countries and had the theme ‘Education in the Commonwealth: bridging the gap as we accelerate towards achieving the internationally agreed goals’. The meeting included the presentation of the 2012 Commonwealth Education Good Practice Awards, which recognise exemplary practice in the field of education. Commonwealth education ministers meet every three years to discuss issues of mutual concern and interest.
In January 2009, the Ministry of Education and Human Resources’ project entitled From Individual to Community: Quality Teaching in Mauritius was selected as a finalist in the 2009 Commonwealth Education Good Practice Awards. The project encouraged a culture of collaboration among teachers and students of different schools, with the participation of parents, and it resulted in major improvements in student performance, motivation and social interaction.
