JL Consultancy has carried a range of consultancy in the areas of data quality assessment, monitoring and evaluation, rapid impact assessment, end of project evaluation, project appraisal, mapping, baseline surveys, feasibility studies, mainstreaming HIV/AIDS in curricula and workplaces, economic impacts of HIV/AIDS, unlocking economic growths, change planning and management, business planning, capacity building , financial, physical verification, valuation, coding of assets and preparation of master ledger and fixed asset registers, procurement and stock audit, inventory management, clearing and forwarding, logistics and transport management, design of warehouse layout and preparation of inventory/ warehouse manuals.
From August to November 2012, JL Consultancy was audited by an external international auditing firm, Ernst& Young – Tanzania in order to assess the degree of compliance in the following areas:

For the past four years, JL Consultancy have been doing Baseline Surveys, rapid assessment, an end of project evaluation and Data Quality Assessment on various projects funded by USAID in collaboration with Africare (Mwanzo Bora Nutrition Program), MEASURE Evaluation/ Futures Group International Inc and John Snow Inc/ AIDSTAR- One Project and The Walter Reed Southern Highlands AIDS Program (WRP) under The Henry Jackson Foundation Medical Research International ( HJFMRI) .
Programmes covered were the Nutrition Survey, Care and Treatment, Prevention of Mother to Child Transmission, Home Based Care and provision of nutrition food to People Living with HIV, Trace and Verify for Para Social Workers, Orphan and Vulnerable Children, Provider Initiative Testing and Counselling , Volunteering Testing and Counselling , thus we have experience and exposure in this field and clearly understands well the National Reporting Guidelines and tools developed by the Ministry of Health and Social Welfare especially the tools which monitor and do evaluation of MCH indicators on monthly and quarterly basis which we feel that the baseline survey for HANO will be an integral part of the study.
JL Consultancy has very good experience in Nutrition Baseline Surveys for instance from September 2012 to February 2013,Mwanzo Bora Nutrition Program contracted JL Consultancy to undertake a baseline survey on nutrition in three regions of Dodoma, Manyara and Morogoro and covered eight districts namely Bahi, Chamwino, Mpwapwa, Hanang, Mbulu, Simanjiro, Kilosa and Morogoro rural.

In October and November 2011, JL Consultancy conducted an assessment on Prevention of Maternal to Child Transmission of HIV/AIDS (PMTCT) in collaboration with AIDSTAR-One/ JSI.Inc and USAID. The assessment involved the integration of PMTCT and MCH (RCH) and other services provided in MCH clinics like Family Planning, Immunisation, Child growth and development, monitoring and evaluation, and reproductive health education.
The assessment involved 14 regions in Tanzania. The regions were Arusha, Dar, Mtwara, Mara, Mwanza, Tanga, Mbeya, Iringa, Coast( Pwani),Singida, Tabora, Kigoma,Shinyanga and Kilimanjaro.

Staffing
JL Consultancy team is made up of individuals with different expertise, including scientists, medical doctors, nutrition, statisticians, finance, human resource, procurement, sociology, monitoring and evaluation, project management ,laboratory technologists and social research specialists. The team members occasionally have been involved in developing M& E Plans for PMTCT, MCH as well as doing data quality assessment of health facilities which implements PMTCT and MCH, training of District MCH Coordinators on PMTCT and MCH data tools.
Organisation Capacity
JL Consultancy has vast experience and technical expertise in carrying out baseline surveys, data quality assessments, rapid assessments and end of project evaluations which has been acquired through working with USAID implementing partners. USAID through Futures Group International / MEASURE Evaluation has been able to build the relevant skills and experience to JL Consultancy staff that are necessary to strengthen the organization ability to deliver quality services that are in line with USAID standards. JL Consultancy is always focusing on linking the client’s requirement with the organisational competence and allowing a degree of flexibility in case of rain seasons, delays to start the project and other eventualities. Since working with USAID funded projects, JL Consultancy was able to handle all matters from the start to the end in a professional way.
Experience working with Africare
JL Consultancy has been working indirectly with Africare Specifically on Data Quality Assessment through Futures Group International/ MEASURE Evaluation on OVC Community – Based Orphan Care, Protection and Empowerment Project (COPE). The project’s goal is to reduce the socioeconomic impact of HIV/ AIDS on OVC and their caregivers and thus we clearly understand the reporting structure of the program from the Service Delivery Point, M& E Unit Level, Headquarters Level and finally to USAID. Further that we have been indirectly involved in conducting a pilot study and data quality assessment for Africare on the following areas:
