The regulation and registration of foreign non-governmental organisations (NGOs) is set out by the Government of Mozambique’s Decree 55/98. Foreign NGOs have to register with the Ministry of Foreign Affairs and Cooperation and must provide thorough details about their organisation’s functioning. Domestic NGOs are required to register with the Ministry of Justice. The registration process for foreign NGOs may take several months. NGO assistance has been significantly spurred by two primary events, namely the end of the civil war in 1992 and the catastrophic floods of 2000. Reconstruction has been a significant focus with NGOs like the HALO Trust, a UK-funded charity acting as leaders in the removal of debris and landmines. NGO involvement has become inextricably linked to Mozambique’s continued development, with their focus on health services, education, water and sanitation, agricultural extension and vocational training.
