Nigeria comprises 36 states and the Federal Capital Territory of Abuja; state governors and assemblies are elected every four years by universal suffrage. There are 775 local government areas, each administered by a council. Responsibility for public expenditure under major budgetary heads such as education, health, agriculture and environment is shared between federal, state and local governments. Certain responsibilities such as defence and foreign affairs are reserved for the federal government while others such as those for local services are reserved for state and local governments.
The Association of Local Governments of Nigeria (ALGON) is the representative body for local government in the country and has the additional role of providing services to its members. It is funded by membership subscriptions. The association is registered under the relevant laws of the federation but its existance is not established under any statute nor the constituion.
