Construction accounts for 3% of South Africa’s GDP (2007). Around 45% of the construction industry depends on the residential market. Although employment opportunity in the building sector potentially holds significant value, the lack of specialised skills has been a hindrance. In 2008, Group Five and the Development Bank of Southern Africa (DBSA) set up a construction skills training academy to address the issue. Both the Department of Housing and the Department of Trade and Industry are responsible for the legislative governance, policy-making and administration of this sector. The Engineering Council of South Africa (ECSA), which was established as a statutory body, collaborates with the state and the engineering profession to promote an exemplary level of education and training for engineers.
