Tuvalu has a relatively well developed telecoms sector with around 152 main telephone lines and 430 internet users per 1000 people (2008). Tuvalu Telecommunications Corporation (TCC) is the sole provider of telecommunications services to the islands and since 1993 has been the country’s exclusive statutorised operator with rights to install and provide all telecommunications services . This role was established under the Tuvalu Telecommunication Corporation Act 1993. Tuvalu’s telecommunication services are mainly satellite-based between atolls and with the rest of the world. Tuvalu Telecom Corporation has upgraded its phone network to include a digital link between Funafuti and Telecom New Zealand, which can be used to route Internet packets up to New Zealand. Future development plans include the installation of a cellular system in Funafuti and the upgrade of communications on the outer-islands. Tuvalu’s telecoms sector is regulated by the relevant ministry.
