The Vanuatu Council of Trade Unions (VCTU) is the umbrella organisation for trade unions and is comprised of Vanuatu’s two existing trade unions: the Vanuatu Teacher’s Union and the Vanuatu National Worker’s Union. There are approximately 1,000 unionised workers in Vanuatu (2007). Disputes between management and unions are handled by a three-member arbitration board appointed by the Minister of Home Affairs. Unions require government permission to affiliate with international labour federations. The Department of Labor handles complaints of anti-union discrimination in the private sector and the Public Service Commission handles public sector discrimination.
