Local government Ministry: Department for Local Government Association: Local Councils’ Association Local government is provided for by the Local Councils Act 1993, and it is enshrined in the constitution. The Department for Local Government in the Office of the Prime Minister is responsible for local government, which comprises 68 councils, 54 in Malta, including the city council of Valletta, and 14 in Gozo. Local elections are held every three years. The local authorities have revenue-raising powers, but the bulk of their revenue comes from national government. The councils are responsible for certain health service facilities; waste disposal; road maintenance; and public leisure facilities. The Authority is an autonomous public institution set up by law. The sector overseen by the MFSA includes banks, investment firms, insurance companies and financial intermediaries who provide a wide range of products and services on the domestic and internal markets. The regulation of the Malta Stock Exchange also falls under the responsibility of the MFSA. The MFSA is further responsible for consumer education and consumer complaints in the financial services sector. It also manages Malta's Registry of Companies.
