Public Complaints Commission, Nigeria PCC Repositioned to Bring Justice to Nigerians The Public Complaints Commission (Nigeria Ombudsman) is an independent organisation established by the Federal Government of Nigeria in 1975 through Decree No 31 of 1975, amended by Decree No 21 of 1979.
