The Ministry of Education is responsible for providing primary education, skills and value development in Vanuatu as well as coordinating education development and literacy programmes between government, NGOs, donors and communities. Since 2003, the Ministry of Education has been focused on improving adult literacy rates, especially in rural areas, as a principle strategy for national development. The Vanuatu National Training Council (VNTC) is the main source of vocational training in Vanuatu while the Vanuatu Institute of Teacher Education (VITE) trains primary and secondary school teachers in both English and French.
Public spending on education was 5.2% of GDP in 2009.
Vanuatu has an active non-formal education sector, mainly organised by community- and church-based NGOs, such as the Vanuatu Rural Development Training Centres Association, which provides vocational training in rural training centres.
