PAPUA NEW GUINEA NATIONAL YOUTH COMMISSION Strategic Response The National Youth Commission was established in 1999 by Parliament that repeals the National Youth Service Act of 1991. The functions of the National Youth Commission are to co-ordinate policy development and provide policy advice to Government on matters pertaining to youth. The current government in its Alotau Accord wishes to fully fund any National Youth Services. It is in this declaration that the National Youth Commission has identified priority activities, as it now wants to follow the directions found in the PNG Vision 2050, the Development Strategic Plan 2010-2030, the MTDP and the National Youth Policy 2007-2017. This year, the O’Neill/Dion Government had asked for each government entity to recommend three priority activities that they wish to implement. The National Youth Commission has proposed the following three key programmes for implementation: • National Youth Development Institute Currently, an Australian firm is working on a compelling concept for the National Youth Development Institute to be established in the nation’s capital. The multi-purpose building will host the office complex of the National Youth Commission, training and education resource centre with IT facilities and library, and the possibility of a one-stop-centre for young people. A sporting facility is also envisaged. The centre will then roll out programmes for the Provincial Youth Friendly centres. The National Youth Commission is now requesting the Government of PNG to fully fund the construction of this National Youth Development Centre. Furthermore, NEC wants the National, Provincial, District, LLG and Ward Youth Council Networks established. The calls for establishing youth council networks were the central theme in the 8th Commonwealth Youth Ministers Meeting especially resolutions (a) and (b) found in the Communiqué. Activity 2.1 in the National Youth Commission’s Annual Work Plan 2013 tries to execute this NEC decision. • Youth Employment And Entrepreneurship Development The other topic central to the Commonwealth Youth Ministers Meeting and the Commonwealth Youth Secretariat is Youth Employment and Entrepreneurship. The Communiqué of the Youth Ministers Meeting (c) recommends youth employment and enterprise. NYC has had in its corporate plan and annual work plan these issues of youth employment and enterprise that it will implement. Other activities are sports for peace building; selfmanagement clinics as foundational for young people’s mindset change; other training needs assessments; developing 5-year provincial youth development plans; liaise with provincial government for the establishment of provincial youth friendly centres; develop with stakeholders a National Youth employment framework; bilateral and multilateral youth exchange programmes; conduct a baseline survey on youth small and medium enterprise; internal staff structure review; and capacity building programmes.
