Electricity meets only about 3% of Rwanda’s energy needs. The rest of the energy supply comes from biomass (2007). Per capita consumption of electricity is very low at 20 kilowatt-hours (kWh) per capita per year (2009). Rwanda’s Energy Corporation (RECO), formerly known as Electrogaz, is the primary provider of electricity. The Electricity Directorate, part of Rwanda’s Utilities Regulatory Agency (RURA), is composed of three units, namely power production, transmission and distribution, and is responsible for the electricity sub-sector.
