Trinidad and Tobago has a 98.7% adult literacy rate and virtually the whole population speak English as a first language (2006). The country has a well-educated, experienced and skilled labour force. However, to help address the shortcomings of available human resources in some areas, the Government Vocational Centre provides technical and vocational education and training (TVET) in various vocational disciplines. Foreign nationals wishing to work in Trinidad and Tobago must apply for a work permit through the Ministry of National Security.
