Uganda has a 74% adult literacy rate. English is the official language, and is the language of instruction in schools, business, the court system, on national television and radio, and in all official documents. Uganda’s human resources are concentrated in the primary industries, with two-thirds of the labour force employed in the agriculture and fisheries sectors (2003). About 3% of the relevant age group was enrolled in tertiary education institutions in 2005, and up to 3% of the country’s labour force is classified as professional. The issuance of work permits is the responsibility of the Uganda Immigration Department. Investors may apply for work permits through the Uganda Investment Authority.
