Government Ministries
Ministries in Uganda are led by ministers who are appointed by the president, with the prior approval of parliament. A minister should either be a member of parliament or qualified to be elected to parliament. The Uganda Cabinet usually comprises no more than 21 ministers. The highest ranking civil service employee in each ministry has the title of Permanent Secretary.
